1999 9.9 mercury 2 stroke has weak spark

first the motor i just bought had bad fuel pump,replaced that. now it has a weak spark. replaced plugs and wires plugs fire is very weak tested stator with ohm meter 325 ohms book says supposed to be 370 to 445 ohms could this be my problem as i do not have a dva tester. any help would be greatly appreciated jedi
