1999 50hp evinrude

Motor ran fine until took it out and would go over 3000 rpm under load. Got carbs rebuilt. New fuel pump. Coil packs. New impeller in water pump. Still 3000 rpm. Help

I am having the same problem. I finally got mine to do it on the trailer. I noticed it didnt give me problems until it warmed up. Thinking it may be cooling issue? I pray you have found the answer to the riddle
