1982 evinrude 15hp

I have a 1982 evinrude 15hp I have 91 compression on both cylinders I have fuel cause I can smell it on the plugs and spark on top cylinder doesn’t quite jump 7/16th of an inch but bottom cylinder jumps 1/2” it will not crank tho. If I spray starting fluid into it, it almost sounds like it back fires and there is a puff of white smoke but that is it. I’ve checked the fly wheel key and it is not sheared. I am lost at the problem

You may have bad fuel. If no work was done to the engine and nothing was broke or changed in any way I would think it's bad fuel or your carb Idle jet is clogged. BTW starting fluid on a 2stroke is really hard on the engine, It will dry it out if too much is used. I had the same problem with my engine and it was a dirty carb and my Idle jet was completely clogged. After giving it a good cleaning and rebuild it started up. Idle jet is turned out 1.5 times and WOT jet 3/4 out to start with. Just an FYI "THREE to SIX MONTHS"
Though it naturally degrades and loses combustibility over time due to oxidation (exposure to oxygen) and evaporation of its volatile compounds, gasoline usually lasts three to six months when properly stored in a labeled, tightly sealed plastic container or metal tank. I hope this helps.
