Volco surges in idle

Just had engine rebuilt on 2004 Four Winns with a 5.7 GXI Volvo-Penta. Now during idle speed the engine surges. When I removedthe flame arrestor, I can see the gasoline spurting out in surges. When I accelerate, the engine works perfectly fine. No problems. We checked the fuel filter and no water inside the fuel. Distributor cap, rotor and plugs are all brand new. What could be causing this?
