Unknown Tube

I bought a 2001 Mercury 60 HP 4 stroke. There is a tube about 1/4" diameter attached to the front of the engine just above the lower unit. The tube is about 14" long and is capped off with a plug. What is this tube for and should it be attached to anything? right now it is just dangling.
