steering problem

I have a 1978 orrion 17ft tri-hull with a 305 chevy omc 800 series out drive and when I am going slow,not on plane it steers right to left constantly,so I am moving the steering wheel back and fourth the whole time when not on plane.Any ideas what would cause this problem? thanks.
