Steering problem

Great sight! I have an older model Cajun fishing boat. It has a 1991 Yahama Pro V 150 on it. The engine runs good but the problem I have is with the steering. As the boat gains speed, the boat wants to dramaticlly steer right. I have adjusted the motor fin, but it has no effect on it. I have also check the mount on the engine and all seems to be good. As the boat is still, weather in the water or not, the steering is fine. The problem exists and gets worse as the boat gain speed. Is it possible that one of the cables are rusted on the inside? I dont know. Any help would be appriciated
