Shore Line breaker trips

I just purchased a used 27ft boat that brakes the breakers at the marina everytime I try to connect. This is with nothing on and the panel box off. It worked at the dry dock and I didn't have any problems. To try to solve the problem I have purchased all new cords, recepticals, and have checked and/or replaced nearly all of the conections. The dock, braker and new cords were all checked as well. I have moved to other slips and have the same problem Have you ever heard of this and do you have any ideas.
