power steering problems

I have a 28 foot maxum. It seems as the power steering system is not working. The actuator and power steering pump where just replaced. The cable seems to move freely with the cable disconnected from the actuator. Is there something I am missing in the install of the pump & actuator?...Adjustment maybe? |
