over heating at low speed

I have a 1989 5.0 ford cobra I/O with cobra outdrive. I can run it all day long on the garden hose at any RPM and temp is fine. When I put it on the water it overheats at low speeds/RPMs. I replaced both water pumps and thermostat but it still overheats every time.
