Omc no water flow

I have a early 70's omc 210 hp and I have no water flow to the engine. I have replaced the impeller and the housing (that was broken and cracked) still no water flow. I took the impeller apart agin and found that it was melted. So I cleaned out all the passage ways and installed a new impeller and still no water flow. Help I an not figure it out.
