new ignition switch, new solenoid, new battery, key turn and it "clicks"

we have a sylvan inboard outboard mercruiser 5.0 with a rebuild engine 3 years ago. we thought it was electircally based so we had to replace the ignition switch, a new solenoid, and new battery. $160 dollars later and it still just clicks. does anyone know what is going on? |
