motorguide tour edition 36volt 109lb thrust lack of power

Ive had this trolling motor for almost three years now and at first it had a great deal of power. I once broke down about five miles from the ramp and had to troll back, ever since it seems as though Im running about a 60 lb thrust motor.
I have checked out all wiring connections, replaced the batteries with three new and bigger and made sure all connections were correct.I am recieving 37.1 volts at the motor.
How can I check the Amperage draw when a normal meter only registers 10amp max. I thought there was a way to do it testing volts???
