MOTOR STARTING WEIRD on 85 90 hp evinrude

I can back down boat ramp and try to start motor and it might or might not try to start. If it doesnt I can trim motor up a little and it will fire right off,tilt it back down and nothing. Im not way down in the water covering up the ports, like i thought i might have been. Im wondering if the primer solenoid is working...it clicks but doesnt seem to be doing or helping. It also boggs down from time to time 1/2 to full throttle out in lake like it is flooding..like im pushing key in, then i hear a click back in there when its doin that bogging thing.Is there a way to check the primer solenoid??
