Motor revs under load but won't move

Hi I have a 1983 carver riviera with twin 305s inboards. My problem is when I put my starboard motor in gear and increase the rpm it a lows the motor to Rev but not spin the prop any faster. When I took the boat out the day before I noticed on the way back in the motor would surge. (I would be cruising at 3000k and all of a sudden it would Rev to 3300k then back down ) it did it a couple of times then stopped. Thanks in advance for your advise

I had a similar problem with my small 20hp mercury 200. I hit something below the water when I had the boat wide open. Turns out there is a safety feature to prevent damage to drive shaft or gears, with a rubber bushing built within the propeller break free when your props hit something hard enough. Props will spin at low rpm but will slip with high RPM's. I bought new props for mine, problem solved.
