motor idles fine, but surges and stalls when you turn the throttle

I have an 8hp 1984 johnson outboard that has run fine in the past. Now, it seems to have taken on an issue. When i start the motor, it idles fine, but when I turn thr throttle to increase the motor speed, it surges and dies .. what could the problem be ??
