Minn Kota 2 HP E drive charge indicator problems?

I have a Minn Kota 2 HP E drive on my pontoon boat. The charging system is a ProPak IV 4 bank charger charging the four batteries for the 48 VDC motor. Recently, after sufficient charging time, my charge indicator shows only a partial charge (between 1/2 and 3/4), but my multi-meter tells me that each battery is 12.5 - 12.7 VDC when I unplug the charger, and 50.5 VDC or so across all four batteries. Even putting a load on the batteries (about 1/3 throttle still tied to the dock), all batteries showed over 12 VDC. Am I wrong to assume that batteries and charging system are doing what I am asking them to do, and the fault is probably with what is being reported by the charge indicator?
