Mercury, model 800 direct charge, 1972

Replaced fuel tank, fuel lines, installed fuel pump diaphragm and check valves,an electric fuel pump, went through 2 sets of caburators cleaning and trying, it has between 125 to 128 pounds of compression variation between the 4 cylinders, managed to get started in barrel took to Lake and soon as put in gear it stalls like it has no vacume to pull fuel into engine when I originally got the motor most of the external hoses were off of it not totally sure how they were originally cannot find an illustration on them has anybody ever encountered these issues as all of the repairs that have been done honestly I'm stumped please any help for a solution would be appreciated.
