mercury 8.0 hp 2005

The tillar arm is also the gear shifter and throttle. Something broke and the engine runs but I can't shift gear or change speed. I took off the cover and see that there is a pully on the side where the carburetor linkage and choke are. The bottom cable was off the pulley, and that cable moves when I rotate the tiller arm. I can manage to reattach the cable into the pulley but the other cable doesnt move, so I suspect a break has also occurred at the tillar arm end. Also can't shift gears. What's my next move? I couldn't get the tiller arm off, I do see how three cables enter it.
