mercury 150hp four stroke 2015

Im in the northeast, just bought a boat with a 2015 mercury 4 stroke 150hp motor when I put the water muffs on it in my driveway it starts, idles a little rough, but really cuts out at just under 3000 RPMs. shakes and cuts our will not go above 3000RPM's. I have checked and have spark on all 4 wires, I also just replaced the spark plugs. Would love to get this boat on the water if I can figure this issue out. shaps are all backed up 3-4 weeks based on covid and busy time of year.

Not clear how you tested it with the miffs.
Engine wont go faster than 3000 out of gear.
And probably not wise to test over 3000 rpm in gear without submerged.
Can hou test it submerged in a big tank in gear withput prop perhaps?

There is an idle sensor that cut of at 3000rpm so if you get this in gear on the motor, check that. Check on youtube

Try it in water, often when you try it out of the water on muffs, the water flow is not enough, did you get a high temp alarm.
