Lazy tilt motor

I have a 70s searay 20 ft I/O runabout the tilt motor will not raise and lift the outboard on its own. The electric motor was replaced not long ago. If I stand on the outboard it will go down If i push up on the outboard with the tilt motor engaged I can coax it to go up. Plenty of juice in the battery.
