Johnson Seahorse 18 HP Doesn't Want To Go Anywhere!

My Dad just acquired a Johnson 18 HP Seahorse Model FD14 Serial 2119850 He put the boat in the water yesterday and the motor works great! When he tried to move the boat though, it just didn’t want to go anywhere! PLEASE HELP ME!
