Johnson 1996 60hp

Started the outboard couldn't run only on choke then cleaned the carbs, was very dirty put everything back on and running it and testing the cylinder if they are reacting and cylinder 2 is not reacting .

I am trying to find out the problem and can't find it tried everything I have done a full service to it and have done the timing and synced the carbs.
Had this same problem before and could never find out the problem please someone tell
