hard to get on plane

try to come out of hole n takes a while prop starts blowing air n i have to let off for it to catch water n start again i have a 2001 tr21 triton with a 225 optimax mercury 25 pitch 4 blade prop and hi jacker manual jack plate could someone no what the problem could be?Thanks dose'nt like to get on plane very quick also what should about top speed be for this boat i've owned it since april-2010
