fuel filter location and gas cap for 1998 proline 19' center console open fishermen

some one stole my gas cap off my 1998 19' proline center console open fishermen boat and I ended up getting water in the tank and it would not start. I bought a 6 gallon tank and hooked it up to the motor and it runs great. I have pumped the tank dry but I need to change the fuel filter. I need to know where it is located. and a replacement part number would be a huge help. I know it looks like an oil filter but I have no been able to locate where it is on the boat. I also need a gas cap it is a screw on cap but I am unsure where to get one and what is compatible.

any help would be appreciated.
