ford sabre diesel engine will not turn over

I have two 220bhp engines on a boat I have been refurbishing, in the boat floods it did take on water. Before the floods the engines were running, I have a dilema as to whether the starters are faulty or whether I have an hydraulic lock with water in the cylinder. Getting at the starters is a challenge but the starboard engine turned over slowly when I first tried but now neither engine turn over and I think before going further I would appreciate a second opinion.
