Evinrude 1976 70hp model E708L CTE.

The motor will start and run with water muffs. In the water it will not run when put in gear. The choke solenoid with lever on open will run and then die when put into auto. I tested the ohm on the solenoid, off the motor, and it read 4.2. The inside is clean of debris. The bottom where the wires are, has sticky substance and appears to have flow marks across it. Is this normal or is the solenoid bad? Could my problem be elsewhere? I had someone tinkering with it and he seemed to have problems relating to the choke solenoid but didn't want to throw money into it unless it was the sure problem.
