Engine will not throttle up

My 1989 Johnson 150 V6 will not power up. It starts and runs at an idle but will only go 5 to 10 mph. It sat for over 1 1/2 years.... Drained the fuel tank, put in liquid carb cleaner and HEET, fresh gas and it is the same. Any Ideas ????
