engine shuts off when put in neutral or idling speed

hello i have 1983 140 evinrude vro the engine runs great when under power but as soon as i slow down as reaching fishing spot or marina for docking it shuts off.Itry to crank it a few times but wont start after many times it starts what could this be.I put a new tank and all fuel lines and filters are new.Would be great if you guys can help me out.Thank You |
