Engine seized

I have a Yamaha 140hp. Recently water got into the no.1 cylender (which also affected the no.2 cylender). As a result, the motor is now seized. I am trying to find out if the motor is rebuildable. There is some surface rust inside the barrell and the motor will not turn at all. What symptoms do I need to look out for before I have to scrap the entire motor??
