engine runs, drive doesnt

I have an 1985 Galaxy, 190hp mercruiser drive. While going out from the Marina the drive unit stopped working. Cables seem to work ok, unit will not shift into forward or reverse, no clunk as it should.

Any insight will be greatly appreciated.
