engine hydrolocking while running

I was pulling my daughters tubing about 15 mph, when I started turning the boat surged and then shut off. We had the radio playing so did not hear anything unusual. When tried to restart the engine was locked up, upon further examination I found it was hydrolocked. Pulled the plugs and water blew out when I turned the engine over. I have pulled the risers and manifolds but see nothing apparent. I still have good compression 185-210 psi per cylinder. The engine is a 1999 volvo penta 4.3 GL with the SX outdrive. Does anyone have any ideas-I've never heard of hydrolocking while an engine is running. Thanks, Chuck at email@example.com
