electrical problem on 1990 4 winns 4.3L omc cobra I/O

Cannot start engine or raise or lower outdrive. Have a new fully charged battery. Starter was dragging the last few times I started engine but it would then fire. Now trim does not work . Checked all fuses at panel and the two 50 amp fuses atop engine. Lights, bilge pump, blower etc. work. I can hear a clicking sound from assist solenoid ( not sure if that is correct term) atop engine when using trim switch. The starter solenoid also clicks when turning ignition switch on but nothing happens when I short terminals at starter solenoid. I do not have a manual or wiring diagram yet but will be ordering one soon as I am in the dark here. What could be common that causes both start circuit and trim circuit to stay open. I have continuity through assist solenoid atop engine and have 12 volts across that.
