bravo two wont shift into forward or reverse

i was out at the lake and my shifter seemed to bind up a couple of times then it would not shift into forward or reverse. I unhooked the cable and tried to manually shift it with no luck. Got towed in pulled the lower unit of replaced the cable but am still having the same problem. it seemed to shift ok when the lower unit was off but after reinsatlling it it jamed up like it was before replacing the cable. It seems like it is stuck or being held in place. I am going to pull the lower unit off again but need some sort of direction after that |
