Boat won't shift out of Forward or turnover

I have a 19,5 Sea Ray 1986 with a 140 H.P. 3.0 with a Mercruiser outdrive. The boat was winrterized and has been sitting on a trailer for a few years, I can't get it into Neutral. The outdrive Is new I purchased it the season before it was winterized. My question is I pulled the plugs to try and manually turn the motor but it won't turn. Is the problem because it is stuck in forward gear why I can't turn motor over manually or start motor? It should be in Neutral in order to start correct?
