Bad trolling motor or batteries

I have a older motor guide trolling motor and it works great in the morning but after about four hours of use it seems like the batteries are dead. It moves really slow when i get done fishing the rest of the day at a slow speed bring my boat home. I wait a couple of days and test the batteries and on the 24 volt side it shows about 17 volts could it be a bad trolling motor or the batteries?
