260 chevrolet inboard boat motor that wont fire

it doesnt get any fire. have drained and replaced the oil the gas and the plugs because of finding water in the oil and gas. it doesnt have a seperate fuel cut on switch it cuts on with the key what could it be? should i look for something in the wiring? |
