2 Stroke 6HP motor when in gear revs high but wont increase speed.

I have a 2 Stroke 6 HP Yamaha outboard Motor.

The motor starts fine and sounds good. When i put it into gear it will putt along very slowly, when i hit the accelerator it revs high but there is no forward momentum. The propeller still spins.
