I have a 1998 90hp evinrude spl. I have rebuilt the carbs, fuel pump, replaced the filter in the water seperater, all the fuel lines, primer bowl, spark plugs, wires and found one of the coils were bad. Now what happens at full throttle, up on plane for about 400 yards, it will start to bog, the rpm's stop working, the volts drop along with the fuel gauge. When the fuel gauge drops to Empty, it will die.
