1996 Bayliner Jazz

Have a 1996 Bayliner jazz 120hp the boat runs fine out of water and at low speeds in the water but when at full throttle and when the boat just gets on plane the boat stalls. Have done a tune-up and changed a fuel filters and have a full tank of fresh gas. any ideas???
