1994 Sea Ray 220 cuddy, water in ski storage area

just bought a 1994 Sea Ray 220 signature select cuddy. It is holding water in the ski storage area. It looks like a drain near the lowest end but it is filled with what appears to be silicone. Is this a drain? If so, what reason would it be plugged with silcone? Thanks! Mac |
