1989 mariner 3 stroke

DC voltage climbs up to 19.6 DC volts after running for less than 10 minutes..new starting battery installed..is this a rectifier fail?

Overcharging battery

sure sounds like a bad voltage regulator. the voltage regulator as it is aptly named, regulates the amount of voltage output from the alternator to the battery.
