1970 evinrude 40 hp big twin won't start

1970 evinrude 40 hp

Bought boat to recondition put new battery in cleaned all connections when key is turned to start position engine would only click after trying 5 times engine would do nothing and has continued that way. Need help my motors model # is 40053 making it a 1970 model
